Galveston County Health District is seeking a Benefits Specialist!

This position is responsible for the administration of all employee benefits, including supplemental and retirement. Ensures that reconciliation and payment of benefits is timely and accurate. Ensures compliance with required benefit notices. Serves as primary contact for employee benefits providers and employees. Will provide support to the Human Resources Department in processing and maintaining benefits.

Required:

  • Graduation from an accredited high school or equivalent required.
  • 2 years of HR experience required.
  • Minimum of 4 years’ experience in employee benefits administration required, preferably self-insured and middle market expertise.
  • Experience with HRIS and benefits databases.
  • Must have strong working knowledge of health insurance guidelines, benefits, and applicable law.
  • Knowledge of workers’ compensation.
  • Payroll experience and knowledge of deductions.
  • Strong knowledge of Microsoft Office, specifically Excel
  • Excellent written and verbal communication skills with all levels of internal and external personnel.
  • Customer Service Oriented.
  • Ability to manage several complex projects simultaneously while working under pressure to meet deadlines.
  • Ability for spur of the moment transportation without relying on organization vehicles.
  • Must possess or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated.
  • Must be willing and able to work evening and weekend hours if necessary.
  • Must be in compliance with GCHD Immunizations policy.
  • Must be in compliance with ICS training requirements.
  • Must pass criminal background check and drug/alcohol screening.

An equivalent combination of education and work experience which appropriately demonstrates the knowledge, skills and abilities to perform the above described essential functions will be considered when hiring for this role.

Traditional Duties:

  • Assist employees with benefits related programs in accordance with the plan/program provisions, including medical, dental, vision, life, flexible spending accounts, health spending accounts, disability plans, retirement plans, COBRA, etc.
  • Oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records.
  • Document and maintain administrative procedures for assigned benefits processes.
  • Maintain benefits documentation and plan documents.
  • Lead open enrollment process by ensuring accuracy of employee communication materials and facilitate open enrollment meetings.
  • Present company provided benefit programs during new hire orientation.
  • Oversee employee level benefits data in the HR/Payroll system including benefits set up and reporting.
  • Oversee vendor relationships, monitor interfaces (eligibility data, employee changes, etc.) and payments.
  • Code and reconcile benefit vendor invoices.
  • Assist and lead implementation of new benefits provider or system updates to the benefits plan.
  • Process various employee leave, such as FMLA.
  • Ensure compliance with regulatory requirements.
  • Provide constant support to brokers and employers by reconciling billing, enrollment, claims, and benefit issues, troubleshooting all questions/concerns, documenting issues/potential problems in system, and keeping management advised of any potential problems.
  • Facilitate all enrollment changes (additions, terminations, coverage changes) which may require interaction and approval from the carrier and verification in carrier systems.
  • Coordinate workers' compensation claims with third-party administrator.
  • Performs other duties as assigned by supervisor.
